Crop Policy Services Product Manager


RCIS provides insurance and superior services through leading agents to protect America’s farmers and ranchers. We are currently looking for a Policy Services Product Manager. This position would be preferred to be based out of our Anoka, MN office but can be located virtually anywhere in the United States. As a Policy Services Product Manager, you will be contributing to the application, strategic direction, and improvement of the Crop business applications, by managing relationships with internal and external stakeholders to drive direction, innovation, and services. Team Lead responsible for software product management of Crop policy processing systems for both federal and private crop insurance products.

Key Accountabilities

  • Understand agriculture policy processing products and how they fit within the goals of the function or business unit.

  • Lead the implementation of technology initiatives to improve processes, develop policies and generate innovation to maintain regulatory compliance and/or deliver process or product enhancements.

  • Work with IT teams to plan release and project work based on estimated Rough Order of Magnitude for the level of effort/cost of new application functionality.

  • Support, review and validate project documentation including federal crop insurance handbooks, policies, and procedures that impact policy processing systems.

  • Act as primary liaison for policy processing system between the Business and IT.

  • Lead the implementation activities and software product launch such as pilot groups, marketing, and training as required.

  • Support the business partner in building the Business Case, including cost / benefit analysis, risk assessment, project scope, and development of a high-level plan.

  • Perform impact analysis of application changes across various components, holding an end-to-end view of the system.

  • Recommend Integration and seasonal testing criteria with quality assurance teams.

  • Team Lead and mentor for policy processing Product Management team members.

  • Help identify complex root cause of an issue within an application in support of application incidents based on expected functional behavior.


  • Bachelor’s Degree in Business Administration or Information Technology or Marketing in the area


  • 7 or more years of software product management or product development experience.

  • 5 or more years of experience in software development defining desktop and web-based applications

  • Experience with Microsoft Office, Microsoft Project and Visio


High School Diploma or equivalent and 9 years of experience in software product management or product development area


Zurich Certified Insurance Apprentice, including Associate Degree and 7 or more years' experience in the product management or product development area


  • Five or more years crop insurance or agriculture industry experience.

  • Three or more years team lead or people manager experience.

  • Ability to present and educate in multiple delivery channels including virtual and in person to inform and explain processing services and associated RCIS technology in both individual, small, and large group settings.

  • Three or moreyears’ experience in Agile development practices and approach

  • Strong written and verbal communication skills needed; ability to tailor approach based upon audience and message.

  • Demonstrated Customer Relationship Management Skills with the ability to communicate effectively to customers, IT and business staff.

  • Negotiation skills
